Flag Billing Rate Changes on Invoices in Finances

Request: Show a warning (yellow triangle) on an invoice line item when a timekeeper's hourly rate is different from what they billed on past invoices.
Example: Dana billed $220/hr last month and $250/hr on this invoice. The line item gets flagged so the reviewer sees it right away.
Why: Rate increases are easy to miss when reviewing line by line. This would work like the existing forecast warnings at the top of the invoice review screen, so reviewers can approve or reject with the change in view.
