Automatically update the owner of existing tasks if personnel is changed in biblio section.

When personnel is updated in the bibliographic data area, existing tasks do not currently update automatically in the tasks. Please change this so that if there is a personnel update in the bibliographic data the tasks will automatically update to the new owner. Thank you!

This should help. While it's not automatic, it will allow you to make these changes whenever you change the personnel of matters. Thanks.
